2002 Statistics

At mid year, Robert Pelio, a veteran Jaffrey police officer and Police Chief for several years, retired. Another veteran police officer, Master Patrolman Jeffrey Proulx, also retired.

With increased demands placed upon local law enforcement agencies resulting from homeland security efforts, the members of the Police Department are faced with many new challenges in addition to traditional ones. Dedicated to the oath of office each has sworn, these officers face these challenges with enthusiasm and provide the police services the township requires.

On June 24, 2002, I was appointed Police Chief after serving 28 years in law enforcement in New Jersey. With the assistance of Lt. Carpenter and Administrative Assistant Denise Chatel, I successfully completed my transition into Jaffrey's Police Department as smoothly as possible, picking up where the former Chief had left off on several projects and introducing a few others of my own.

Scott Perrine was hired in September to fill the open police officer position. After completing training, he will become fully functional in early 2003.

My highest priority is to develop a true community policing initiative that is embraced within the Police Department and the community at large. Judging by the support demonstrated during my tenure, I am very much encouraged this will be achieved.

Of the ideas we hope will produce favorable results include a redeployment of personnel that allows for a more diverse assignment of supervisory officers and a significant reduction in overtime costs. The replacement of a traditional police vehicle with a four-wheel-drive vehicle is also expected to improve police services in the future. Also worth mentioning is the effort taken to reintroduce qualified and experienced officers to serve in a part-time capacity to further reduce overtime expenses, while offering additional coverage during critical events.

The challenges being faced by each member of this agency will be significant during 2003. More than 73% of the officers in Jaffrey possess college degrees, and all officers have completed advanced training in various topics qualifying the agency as a whole to respond to any police-related call for service. Not only are these officers capable of meeting the challenges placed before them, they are willing to face them in a dedicated and enthusiastic manner.
